Current Schemes of Centralised Accident and Trauma Services for different beneficiaries

1. Scheme for Accident and Trauma victims

Centralized Accident & Trauma Services (CATS) is a 100% funded Autonomous Body of Govt. of NCT of Delhi. CATS providing 24x7x 365 ambulance service in Delhi since 1991. CATS is providing free ambulance service in Delhi for accident & trauma victims, transportation of pregnant women for delivery and post-delivery, rape victims, vitriolic cases, inter-hospital transfers, etc.

Operation and Maintenance of CATS ambulances:

To improve overall availability of ambulances on road, better response time, quality manpower, better management and supervision of resources, CATS outsourced the operation and maintenance of CATS ambulances since July 2016. Presently work of operation & maintenance has been outsourced to M/s GVK EMRI. The outsourced agency is responsible for manpower recruitment & training, maintenance of ambulances and its equipment, statutory compliances, annual fitness, insurance, fuel, medical and other consumables, etc. The payment is linked with performance-based Service Level Agreements (SLAs).

Presently, CATS has a fleet of 240 ambulances. All CATS ambulances are deployed at the strategic location points of Delhi. CATS ALS and BLS ambulances are equipped with international standard equipment. Basic Life Support (BLS) ambulances are equipped with Self-Collapsible Trolley Stretcher, Spine Board, Scoop Stretcher, Automated External Defibrillator (AED), Oxygen Delivery System, etc. to handle medical and other emergencies. The Advanced Life Support (ALS) ambulances will also be equipped with Transport Ventilator &; Defibrillator cum Monitor, Syringe Pump and lifesaving injections. These ambulances are manned by trained manpower i.e Ambulance Paramedics and Ambulance Drivers.

Modern Control Room

CATS ambulance service can be availed by dialling “102” Toll Free Number. CATS Modern Control Room is one of the most advanced Ambulance Service Control Room in world. The infrastructure, features and functional outputs of Modern Control Room are as per the best international practices. Key features of the modern control room are as under: -

  1.  Setting up of 30 seats, Tier-2 level, ISO 27001 certified Data Centre.
  2.  ISO 11064 compliant control room infrastructure.
  3. Application based “Caller Location Identification System” for smart phones to know the exact coordinates of caller on GIS map.
  4. Computer Aided Dispatch (CAD) system to dispatch the nearest available ambulance(s)

2. Home to Hospital care for medical emergencies

CATS is also providing free “Home to Hospital Care” ambulance services, for following type of medical emergencies and transporting the needy person to the nearest appropriate hospital/institution within Delhi.

3. Covid-19 Patients Transportation

During the ongoing covid-19 pandemic, CATS has hired private ambulances to shift Covid-19 and non Covid-19 patients to the nearest health facility. The following private ambulance operators have been engaged by CATS :-

  1. Ambulances hired from GVK EMRI - 60
  2. Medulance Healthcare Pvt. Ltd - 100
  3. Kubera Solutions- 115
  4. Prakriti E- Mobility Taxis( for non Covid patients)- 150
  5. Travel King Holiday cabs - 100
  6. Kapoor Medical Centre - 40


4. First Responder Vehicle Service in East Delhi

To reduce the response time in congested areas and J.J. clusters of East Delhi, CATS started a Pilot Project of First Responder Vehicles (FRVs) with a fleet of 16 no’s FRVs (Bike Ambulances) in East Delhi (East, North East &Shahdara District) during February 2019.

These FRVs are equipped with basic life support medical equipment and manned by trained ambulance manpower and these First Responder Vehicles (FRVs) are useful in congested area during peak hours of traffic and JJ clusters with narrow streets. The main objective of these FRVs are stabilized the victims/patients till the arrival of ambulance and maintain Coordination with CATS Control Room and ambulance on call.

FRVs are currently not operating due to Covid-19 pandemic in the city.
